Definitions or acronyms not provided in the Electricity Act 1992, Electricity (Safety) Regulations 2010, or Electricity Industry Act 2010.

PEW – means Prescribed Electrical Work as defined by the Electricity Act 1992 and the Electricity (Safety) Regulations 2010.

ESR – means the Electricity (Safety) Regulations 2010.

Authorised – means in relation to a person; holds a current practising licence issued by the Electrical Workers Registration Board that approves the holder to carry out that PEW.

Restoration of supply – means all PEW necessary to allow the safe reinstatement of a supply to an installation following a loss of supply due to a fault situation. This includes any work inside the Main Earth Neutral Switch Board on the consumers mains, including the fittings, but does not extend to sub-circuits and their protective devices. Sub-circuits may be isolated to allow for the safe restoration of supply.

Facilitate – means assist or enable or allow a person to do something, to achieve a particular result.

Assessment – means the application of correct practices and procedures to evaluate and determine the safety and compliance of something against the essential standards, principles and practices necessary to achieve an accurate conclusion.

Medical cardiac protected area – means a patient treatment area that is classified as a cardiac-protected electrical area in accordance with the requirements of AS/NZS 3003.

Competent or competence – means, in relation to a person, can demonstrate at any time they have the necessary knowledge, skills, experience, training and qualification to carry out the work safely and in compliance with the legislation and work standards applied by the industry.

Traction – means an electric system comprising of a network of conductors supplying electrical energy which is used for the propulsion of a vehicle that is required to be in continual contact with the system in order to operate.

Electrical Inspector

(1) An Electrical Inspector may, subject to the limitations set out in (2) and any additional limitations and terms and conditions set by the Board:

1. carry out PEW on installations, works and appliances;
2. carry out inspection and assessment of any PEW;
3. carry out testing and certification of work identified under (1)a. and b. provided that it is their own work.
4. supervise any person to carry out PEW;
5. supervise a person to carry out an inspection of PEW.

(2) An Electrical Inspector is not permitted to:

1. carry out PEW in a mining operation, hazardous area, medical cardiac protected electrical area or mains parallel generation system unless they are authorised by the appropriate endorsed class of registration;
2. carry out PEW outside of their competence.

Electrical Inspector (Endorsed Mining Operations)

(1) In addition to the prescribed work an Electrical Inspector may carry out, an Electrical Inspector (Endorsed Mining Operations) may carry out all PEW in a mining operation, in accordance with the limits of their class of registration.

(2) An Electrical Inspector (Endorsed Mining Operations) class of registration does not permit a person to:

1. carry out PEW outside of their competence.

(3) This work may be subject to further limitations and any terms or conditions set by the Board.

Electrical Inspector (Endorsed Hazardous Areas)

(1) In addition to the prescribed work an Electrical Inspector may carry out, an Electrical Inspector (Endorsed Hazardous Areas) may carry out all PEW in a hazardous area, in accordance with the limits of their class of registration.

(2) An Electrical Inspector (Endorsed Hazardous Areas) class of registration does not permit a person to:

1. carry out PEW outside of their competence.

(3) This work may be subject to further limitations and any terms or conditions set by the Board.

Electrical Inspector

(Endorsed Medical Cardiac Protected Areas)

(1) In addition to the prescribed work an Electrical Inspector may carry out, an Electrical Inspector (Endorsed Medical Cardiac Areas) may carry out all PEW in a Medical Cardiac Protected Area, in accordance with the limits of their class of registration.

(2) An Electrical Inspector (Endorsed Medical Cardiac Protected Area) class of registration does not permit a person to:

1. carry out PEW outside of their competence.

(3) This work may be subject to further limitations and any terms or conditions set by the Board.

Electrical Inspector (Endorsed Mains Parallel

Generation Systems)

(1) In addition to the prescribed work an Electrical Inspector may carry out, an Electrical Inspector (Endorsed Mains Parallel Generation Systems) may carry out all PEW in Mains Parallel Generation Systems, in accordance with the limits of their class of registration.

(2) An Electrical Inspector (Endorsed Mains Parallel Generation Systems) class of registration does not permit a person to:

1. carry out PEW outside of their competence.

(3) This work may be subject to further limitations and any terms or conditions set by the Board.

Electrician

(1) An Electrician may, subject to the limitations set out in (2) and any additional limitations and terms and conditions set by the Board:

1. carry out PEW on installations, works and appliances;
2. carry out testing and certification of work identified under (1)a. provided that it is their own work.

(2) An Electrician is not permitted to:

1. inspect PEW;
2. carry out PEW in a mining operation, hazardous area, medical cardiac protected electrical area or mains parallel generation system unless they are authorised by the appropriate endorsed class of registration;
3. supervise more than two persons to carry out PEW unless they are authorised by the appropriate endorsed class of registration;
4. carry out PEW outside of their competence.

Electrician (Endorsed Mining Operations)

(1) In addition to the prescribed work an Electrician may carry out, an Electrician (Endorsed Mining Operations) may carry out all PEW in a mining operation, in accordance with the limits of their class of registration.

(2) An Electrician (Endorsed Mining Operations) class of registration does not permit a person to:

1. inspect PEW;
2. carry out PEW outside of their competence.

(3) This work may be subject to further limitations and any terms or conditions set by the Board.

(2) An Electrician (Endorsed Medical Cardiac Protected Area) class of registration does not permit a person to:

1. inspect PEW;
2. carry out PEW outside of their competence.

(3) This work may be subject to further limitations and any terms or conditions set by the Board.

Electrician (Endorsed Mains Parallel Generation Systems)

(1) In addition to the prescribed work an Electrician may carry out, an Electrician (Endorsed Mains Parallel Generation Systems) may carry out all PEW in Mains Parallel Generation Systems, in accordance with the limits of their class of registration.

(2) An Electrician (Endorsed Mains Parallel Generation Systems) class of registration does not permit a person to:

1. inspect PEW;
2. carry out PEW outside of their competence.

Electrician (Endorsed Supervision)

(1) A person holding an Electrician (Endorsed Supervision) class of registration may, subject to the limitations set out in (2) and any additional limitations and terms and conditions set by the Board:

1. supervise more than two Board-authorised persons to carry out PEW in an area in which the supervisor is authorised and competent.

(2) An Electrician (Endorsed Supervision) class of registration does not permit a person to:

1. inspect PEW;
2. supervise the carrying out of PEW outside of their competence.

Electrical Engineer

(1) An Electrical Engineer may, subject to the limitations set out in (2) and any additional limitations and terms and conditions set by the Board:

1. carry out PEW on installations, works and appliances;
2. carry out testing and certification of work identified under (1)a. provided that it is their own work.

(2) An Electrical Engineer is not permitted to:

1. inspect PEW;
2. carry out PEW in a mining operation, hazardous area, medical cardiac protected electrical area or mains parallel generation system unless they are authorised by the appropriate endorsed class of registration;
3. supervise more than two persons to carry out PEW unless they are authorised by the appropriate endorsed class of registration;
4. carry out PEW outside of their competence.

Electrical Engineer (Endorsed Mining Operations)

(1) In addition to the prescribed work an Electrical Engineer may carry out, an Electrical Engineer (Endorsed Mining Operations) may carry out all PEW in a mining operation, in accordance with the limits of their class of registration.

(2) An Electrical Engineer (Endorsed Mining Operations) class of registration does not permit a person to:

1. inspect PEW;

(2) An Electrical Engineer (Endorsed Mains Parallel Generation Systems) class of registration does not permit a person to:

1. inspect PEW;
2. carry out PEW outside of their competence.

(3) This work may be subject to further limitations and any terms or conditions set by the Board.

Electrical Engineer (Endorsed Supervision)

(1) A person holding an Electrical Engineer (Endorsed Supervision) class of registration may, subject to the limitations set out in (2) and any additional limitations and terms and conditions set by the Board:

1. supervise more than two Board-authorised persons to carry out PEW in an area in which the supervisor is authorised and competent.

(2) An Electrical Engineer (Endorsed Supervision) class of registration does not permit a person to:

1. inspect PEW;
2. supervise the carrying out of PEW outside of their competence.

Electrical Installer

(1) An Electrical Installer may, subject to the limitations set out in (2) and any additional limitations and terms and conditions set by the Board:

1. carry out general and low-risk PEW on installations excluding maintenance of any work included in regulation 6A(2) of the ESR;
2. carry out any PEW on works;
3. carry out any PEW on appliances;
4. carry out testing and certification of work identified under (1)a., b., and c. provided that it is their own work.

(2) An Electrical Installer is not permitted to:

1. carry out any high-risk PEW;
2. inspect PEW;
3. carry out PEW in a hazardous area or medical cardiac protected electrical area unless they are authorised by the appropriate endorsed class of registration;
4. carry out PEW in a mining operation or mains parallel generation system;
5. supervise more than two persons to carry out PEW unless they are authorised by the appropriate endorsed class of registration;
6. carry out PEW outside of their competence.

Electrical Installer (Endorsed Hazardous Areas)

(1) In addition to the prescribed work an Electrical Installer may carry out, an Electrical Installer (Endorsed Hazardous Areas) may carry out all PEW in a hazardous area, in accordance with the limits of their class of registration.

(2) An Electrical Installer (Endorsed Hazardous Areas) class of registration does not permit a person to:

1. inspect PEW;
2. carry out PEW outside of their competence.

(3) This work may be subject to further limitations and any terms or conditions set by the Board.

(2) An Electrical Installer (Endorsed Supervision) class of registration does not permit a person to:

1. inspect PEW;
2. supervise the carrying out of PEW outside of their competence.

Electrical Service Technician

(1) An Electrical Service Technician may, subject to the limitations set out in (2) and any additional limitations and terms and conditions set by the Board:

1. carry out low-risk PEW on installations excluding:
1. replacement of conductors in installations;
2. any work on a switchboard;
3. maintenance of any work included in regulation 6A(2) of the ESR.
2. carry out the maintenance of fittings in works excluding:
1. replacement of electric lines in works.
3. carry out any PEW on appliances;
4. carry out the testing and certification of work identified under (1)a., b., and c. provided that it is their own work.

(2) An Electrical Service Technician is not permitted to:

1. carry out general or high-risk PEW on any installations;
2. inspect PEW;
3. carry out PEW in a hazardous area or medical cardiac protected electrical area unless they are authorised by the appropriate endorsed class of registration;
4. carry out PEW in a mining operation or mains parallel generation system unless they are authorised by the appropriate endorsed class of registration;
5. supervise more than two persons to carry out PEW unless they are authorised by the appropriate endorsed class of registration;
6. carry out PEW outside of their competence.

Electrical Service Technician (Endorsed Mining Operations)

(1) In addition to the prescribed work an Electrical Service Technician may carry out, an Electrical Service Technician (Endorsed Mining Operations) may carry out low-risk PEW in a mining operation, in accordance with the limits of their class of registration.

(2) An Electrical Service Technician (Endorsed Mining Operations) class of registration does not permit a person to:

1. inspect PEW;

(2) An Electrical Service Technician (Endorsed Supervision) class of registration does not permit a person to:

Electrical Appliance Serviceperson

(1) An Electrical Appliance Serviceperson may, subject to the limitations set out in (2) and any additional limitations and terms and conditions set by the Board:

1. carry out maintenance work on an appliance;
2. carry out the disconnection or reconnection of fittings to or from a power supply, provided that the electrical rating is not greater than 250 volts and the work is required for the maintenance of an appliance;
3. carry out the testing and certification of work identified under (1)a. and b., provided that it is their own work.

(2) An Electrical Appliance Serviceperson is not permitted to:

1. carry out any PEW on installations and works;
2. inspect PEW;
3. carry out PEW in a medical cardiac protected electrical area unless they are authorised by the appropriate endorsed class of registration;
4. carry out PEW in a mining operation, hazardous area or mains parallel generation system;
5. supervise more than two persons to carry out PEW unless they are authorised by the appropriate endorsed class of registration;
6. carry out PEW outside of their competence.

Electrical Appliance Serviceperson

(Endorsed Medical Cardiac Protected Areas)

(1) In addition to the prescribed work an Electrical Appliance Serviceperson may carry out, an Electrical Appliance Serviceperson (Endorsed Medical Cardiac Protected Areas) may carry out PEW in a Medical Cardiac Protected Area, in accordance with the limits of their class of registration.

(2) An Electrical Appliance Serviceperson (Endorsed Medical Cardiac Protected Area) class of registration does not permit a person to:

1. inspect PEW;
2. carry out PEW outside of their competence.

(3) This work may be subject to further limitations and any terms or conditions set by the Board.

Electrical Appliance Serviceperson (Endorsed Supervision)

(1) A person holding an Electrical Appliance Serviceperson (Endorsed Supervision) class of registration may, subject to the limitations set out in (2) and any additional limitations and terms and conditions set by the Board:

1. supervise more than two Board-authorised persons to carry out PEW in an area in which the supervisor is authorised and competent.

(2) An Electrical Appliance Serviceperson (Endorsed Supervision) class of registration does not permit a person to:

1. inspect PEW;
2. supervise the carrying out of PEW outside of their competence.

Associated Tradesperson

(1) An Associated Tradesperson may, subject to the limitations set out in (2) and any additional limitations and terms and conditions set by the Board, do the following on installations and appliances:

1. for registered and licensed Plumbers and Gasfitters only, the maintenance of appliances associated with their trade provided that the electrical rating is not greater than 250 volts and 16 amperes and the work is required for the maintenance of an appliance;
2. for registered and licensed Plumbers, Gasfitters and Licensed Building Practitioners holding a current Carpentry Licence only, the disconnection or reconnection of fittings to or from a power supply provided the work is required to directly facilitate the work associated with their trade;
3. carry out testing and certification of work identified under (1)a. and b. provided that it is their own work.

(2) Associated Tradesperson is not permitted to:

1. carry out any high-risk or general PEW;
2. carry out any PEW on works;
3. carry out any PEW in a mining operation, hazardous area, medical cardiac protected electrical area or mains parallel generation system;
4. supervise any person to carry out PEW;
5. carry out PEW outside of their competence.

Transmission Line Mechanic

(1) A Transmission Line Mechanic may, subject to the limitations set out in (2) and any additional limitations and terms and conditions set by the Board, do the following on works:

1. carry out any PEW but only in relation to fittings and lines used in transmission;
2. carry out testing of work identified under (1)a. provided that it is their own work.

(2) A Transmission Line Mechanic is not permitted to:

1. inspect PEW;
2. carry out any PEW on appliances;
3. carry out any PEW in a mining operation, hazardous area, medical cardiac protected electrical area or mains parallel generation system;
4. supervise more than two persons to carry out PEW unless they are authorised by the appropriate endorsed class of registration;
5. carry out PEW outside of their competence.

Transmission Line Mechanic (Endorsed Supervision)

(1) A person holding a Transmission Line Mechanic (Endorsed Supervision) class of registration may, subject to the limitations set out in (2) and any additional limitations and terms and conditions set by the Board:

1. supervise more than two Board-authorised persons to carry out PEW in an area in which the supervisor is authorised and competent.

(2) A Transmission Line Mechanic (Endorsed Supervision) class of registration does not permit a person to:

1. inspect PEW;
2. supervise the carrying out of PEW outside of their competence.

Traction Line Mechanic

(1) A Traction Line Mechanic may, subject to the limitations set out in (2) and any additional limitations and terms and conditions set by the Board, do the following on installations, works and appliances:

1. carry out any PEW but only in relation to electric lines that form part of traction infrastructure;
2. carry out testing and certification of work identified under (1)a. provided that it is their own work.

(2) A Traction Line Mechanic is not permitted to:

1. inspect PEW;
2. carry out PEW in a mining operation unless they are authorised by the appropriate endorsed class of registration;
3. carry out any PEW in a, hazardous area, medical cardiac protected electrical area or mains parallel generation system;
4. supervise more than two persons to carry out PEW unless they are authorised by the appropriate endorsed class of registration;
5. carry out PEW outside of their competence.

Traction Line Mechanic (Endorsed Mining Operations)

(1) In addition to the prescribed work a Traction Line Mechanic may carry out, a Traction Line Mechanic (Endorsed Mining Operations) may carry out PEW in a mining operation, in accordance with the limits of their class of registration.

(2) A Traction Line Mechanic (Endorsed Supervision) class of registration does not permit a person to:

Distribution Line Mechanic

(1) A Distribution Line Mechanic may, subject to the limitations set out in (2) and any additional limitations and terms and conditions set by the Board, do the following on installations, works and appliances:

1. carry out any PEW but only in relation to conductors used as electric lines;
2. carry out any PEW for the restoration of supply;
3. carry out testing and certification of work identified under (1)a. and b. provided that it is their own work.

(2) A Distribution Line Mechanic is not permitted to:

1. inspect PEW;
2. carry out any PEW in a mining operation, hazardous area, medical cardiac protected electrical area or mains parallel generation system;
3. supervise more than two persons to carry out PEW unless they are authorised by the appropriate endorsed class of registration;
4. carry out PEW outside of their competence.

Distribution Line Mechanic (Endorsed Supervision)

(1) A person holding a Distribution Line Mechanic (Endorsed Supervision) class of registration may, subject to the limitations set out in (2) and any additional limitations and terms and conditions set by the Board:

1. supervise more than two Board-authorised persons to carry out PEW in an area in which the supervisor is authorised and competent.

(2) A Distribution Line Mechanic (Endorsed Supervision) class of registration does not permit a person to:

1. inspect PEW;
2. supervise the carrying out of PEW outside of their competence.

Substation Maintainer

(1) A Substation Maintainer may, subject to the limitations set out in (2) and any additional limitations and terms and conditions set by the Board, do the following on installations, works and appliances:

1. carry out any PEW but only in relation to PEW within a substation that is associated with the core operating functions;
2. carry out testing and certification of work identified under (1)a. provided that it is their own work.

(2) A Substation Maintainer is not permitted to:

1. inspect PEW;
2. carry out PEW in a mining operation, hazardous area, medical cardiac protected electrical area or mains parallel generation system;
3. supervise more than two persons to carry out PEW unless they are authorised by the appropriate endorsed class of registration;
4. carry out PEW outside of their competence.

Substation Maintainer (Endorsed Supervision)

(1) A person holding a Substation Maintainer (Endorsed Supervision) class of registration may, subject to the limitations set out in (2) and any additional limitations and terms and conditions set by the Board:

1. supervise more than two Board-authorised persons to carry out PEW in an area in which the supervisor is authorised and competent.

(2) A Substation Maintainer (Endorsed Supervision) class of registration does not permit a person to:

1. inspect PEW;
2. supervise the carrying out of PEW outside of their competence.

Cable Jointer

(1) A Cable Jointer may, subject to the limitations set out in (2) and any additional limitations and terms and conditions set by the Board, do the following on installations and works:

1. carry out any PEW but only in relation to the maintenance and joining of cables and work associated with the connection and disconnection and fittings of those cables;
2. carry out testing and certification of work identified under (1)a., provided that it is their own work.

(2) A Cable Jointer is not permitted to:

1. inspect PEW;

(2) A Cable Jointer (Endorsed Supervision) class of registration does not permit a person to:

1. inspect PEW;
2. supervise the carrying out of PEW outside of their competence.
