Notification of Ordinary Rules

In accordance with section 161(3) of the Land Transport Act 1998, notification is hereby given of the making of the Land Transport Rule: Operator Licensing 2017 (“Operator Licensing Rule”), the Land Transport Rule: Work Time and Logbooks Amendment 2017 (“Work Time and Logbooks Amendment Rule”), and the Land Transport (Driver Licensing) Amendment Rule 2017 (“Driver Licensing Amendment Rule”).

The purposes of the proposed Rules are:

  • In the case of the Operator Licensing Rule, to revise and modernise the rules relating to operators of transport services and, for small passenger services, to provide for new service models by reforming the rules that relate to that sector in particular;
  • in the case of the Work Time and Logbooks Amendment Rule, to clarify which types of small passenger service operator will be subject to work time and logbook obligations and what those obligations are; and
  • in the case of the Driver Licensing Amendment Rule, to remove a requirement that applicants for a passenger endorsement have sat a full licence test in the five years prior to their application, and to update certain cross-references.

The Operator Licensing Rule, the Work Time and Logbooks Amendment Rule, and the Driver Licensing Amendment Rule come into force on 1 October 2017.

The Rules are available for inspection, free of charge, at the National Office of the NZ Transport Agency, 50 Victoria Street, Wellington, and at the NZ Transport Agency’s regional offices.
