Notice of the Electricity Industry Participation Code Amendment (ICP Switching) 2015

  1. Under sections 38(3)(b) and 39(3)(a) and (c) of the Electricity Industry Act 2010 (“Act”), and having complied with section 39 of that Act, the Electricity Authority (“Authority”) gives notice of making the Electricity Industry Participation Code Amendment (ICP Switching) 2015 (“amendment”).
  2. The amendment comes into force on 9 October 2015.
  3. The amendment makes changes to Schedule 11.3 of the Electricity Industry Participation Code 2010 (“Code”) to require a losing trader, in the switch of a customer or embedded generator to a gaining trader, to use a switch event meter reading derived from advanced metering infrastructure (“AMI”) information, if AMI information is available. The amendment also changes some of the time frames within which losing traders must provide information to the registry.
  4. The amendment also makes a range of other changes to Schedule 11.3, including:
    1. amendments to resolve unforeseen effects of the drafting of the Electricity Industry Participation Code Amendment (ICP Switching) 2014;
    2. amendments to resolve an existing problem with the sequencing of steps in the standard switch process;
    3. consequential amendments to the amendments described above; and
    4. amendments to improve drafting and general readability.
  5. In accordance with section 39(3)(a) and (c) of the Act, the Authority has not prepared and publicised a regulatory statement or consulted on the amendments described in paragraph 4 above, because it is satisfied that the amendments are technical and non-controversial or that there has been adequate prior consultation on the amendments so that all relevant views have been considered.
