Pursuant to section 11 of the Electricity Industry Act 2010 ("Act"), the Electricity Authority gives the following notice.
N o t i c e
1. Title and commencement-(1) This notice is the Electricity Industry (Exemption No. 181 (Transfield Services (New Zealand) Limited)) Exemption Notice 2013.
(2) This notice comes into force on the day after the date it is notified in the New Zealand Gazette.
2. Exemption-Transfield Services (New Zealand) Limited ("Transfield") is exempted from compliance from the following clauses of the Electricity Industry Participation Code 2010 ("Code"), in respect of Transpower New Zealand Limited's ("Transpower") metering installations:
(a) Clause 31(7) of Schedule 10.7; and
(b) clause 2(1)(c) of Schedule 10.8.
3. Term-This exemption expires at the close of
31 December 2014.
4. Reasons for granting the exemption-The reasons for granting this exemption are:
(a) granting the requested exemption meets the requirements in section 11(2) of the Act for granting exemptions;
(b) without the exemption from clause 31(7) of Schedule 10.7, Transpower and Transfield would incur administration costs changing their Approved Test House service contracts to incorporate the installation of burden resistors;
(c) without the exemption, Transfield would incur significant costs installing burden resistors when the in-service burden is lower than the test standard, which would also necessitate an additional outage of approximately two hours at each location;
(d) without the exemption from clause 2(1)(c) of Schedule 10.8, Transfield would incur higher administration costs contacting and seeking confirmation of accuracy from the measuring transformer manufacturer, with no obvious benefits;
(e) Transpower has a long-standing and effective process already in place to ensure the accuracy of measuring transformers at low in-service burdens; and
(f) the requested exemption will have no impact on any other participant or service provider, and will not affect any other Code provision.
