Notice of Making of Electricity Governance Amendment Rules (No. 26) 2005 and

Notice of Reasons for Decision
1. Pursuant to section 172I of the Electricity Act 1992, I notify the amendment of the Electricity Governance Rules 2003 (“Rules”) under section 172H of the Electricity Act 1992.
2. The empowering provisions for the electricity governance regulations in relation to which the Rules are made are sections 172D (1) (1) (a) and 172D (1) (1) (b) of the Electricity Act 1992.
3. A brief description of the nature of the amendments is as follows:
? These amendments address concerns regarding the consistency of the testing of measuring transformers’ rules (as set out in the Code of Practice D2 and Code of Practice D3 of Schedule D1 of Part D of the Rules).
4. The amendments are made in reliance on section 172F (3) of the Electricity Act 1992.
5. Pursuant to section 172Z (4) of the Electricity Act 1992, the reasons for my decision to amend the Rules are that:
? the Rule changes will improve consistency within the relevant codes of practice and remove concerns expressed by those who have to apply them; and
? the Rule changes will also ensure that the costs of calibration of metering installations and their components are kept to the minimum necessary to ensure that overall accuracy requirements are met.
6. These Rules come into force on 7 July 2005.
