Notice of Movement Controls for

Bovine Tuberculosis
Pursuant to section 131 (2) of the Biosecurity Act 1993,
the Animal Health Board declares New Zealand (with the exception of the Chatham Islands) to be an area that is controlled for the purpose of enabling the limitation of the spread of bovine tuberculosis.
Pursuant to section 131 (3) (a) of the Biosecurity Act 1993, the Animal Health Board gives notice that the movement
of cattle and deer within the Controlled Area is restricted and regulated to the extent and subject to the conditions specified below.
N o t i c e
1. Definitions
In this notice, unless the context otherwise requires:
"Herd" means:
(a) a group of cattle, or deer, or cattle and deer, that is managed as one unit.
(b) a group of cattle, or deer, or cattle and deer, that
is kept within the same enclosure or behind the
same fence.
"Herd of Origin" means the herd with which a cattle beast or a deer is, for the time being, grazing.
"Risk Area" means an area specified in the Schedule to this notice.
"The Controlled Area" means New Zealand (with the exception of the Chatham Islands).
2. Declaration Cards
2.1 Every cattle beast or deer aged 30 days or more that is moved within the Controlled Area from:
(i) its herd of origin; or
(ii) the place or establishment at which the animal is being kept
to a place other than a place occupied by the owner or person in charge of the cattle beast or deer, must be accompanied throughout the movement by a completed Declaration Card relating to that animal, so that a person inspecting that animal may inspect the Declaration Card at the same time.
2.2 A completed Declaration Card must be signed and dated by the owner of the animal to which it relates or a person acting with the authority of the owner, and must contain the following information for each animal to which the card relates:
(a) The breed, sex and age of the animal;
(b) Whether or not that animal was bred within the herd of origin or at the place or establishment at which the animal is being kept;
(c) The name and address of the owner of that animal;
(d) Whether or not that animal has been tested for bovine tuberculosis while in the possession of the person who signed the Declaration Card or on whose behalf the Declaration Card was signed;
(e) If that animal has been tested for bovine tuberculosis while in the possession of the person who signed the Declaration Card or on whose behalf the Declaration Card was signed, the date of the last test and whether or not tuberculosis was detected in respect to:
(i) the animal; and
(ii) the herd of origin.
(f) Whether that animal is being moved from a place within a Risk Area and, if so, whether that animal had been tested for bovine tuberculosis within
60 days prior to movement; and
(g) The bovine tuberculosis status of the animal, which shall be the status given to the animal or herd of origin by the Animal Health Board and shall be one of the following:
(i) "Infected (l...n)", where the index following the status "Infected" represents the number of years the herd has had an infected status.
(ii) "Clear (l...10)", where the index following
the status "Clear" represents the number of years (to a maximum of 10) the herd has
had a clear status, except for those herds classified as "cattle dry stock", "venison" or "miscellaneous". For these herds, the Clear index is capped at a maximum value of "1".
(iii) "Suspended", which refers to animals from
a herd in which diagnosis of suspected tuberculosis awaits confirmation or a herd containing animals of unknown testing history (including feral animals), for which sufficient testing information to establish the herd status has yet to be accumulated.
(iv) "Works monitored", which refers to animals from a herd not subject to on farm testing under the operational plan of the Animal Health Board.
3. Testing Prior to Movement From or Within Risk Areas
3.1 No cattle beast or deer aged 90 days or more may be moved:
(a) from any Risk Area to a place outside that Risk Area; or
(b) within any Risk Area from its herd of origin, or the place or establishment at which the animal is being kept to a place other than a place occupied by the owner or person in charge of the cattle beast or deer;
unless it has undergone, within 60 days prior to the date of movement, a negative test for bovine tuberculosis
in accordance with the Biosecurity (National Bovine Tuberculosis Pest Management Strategy) Order 1998.
3.2 The restriction on movement in 3.1 does not apply where an animal is being moved directly to a place of slaughter.
3.3 Notwithstanding 3.1, an animal may be exempted from the requirement for a test in accordance with the Animal Health Board Tuberculosis Operational Plan.
This declaration takes effect from 1 March 2004.

Southern North Island

From the Owahanga River mouth up the Owahanga River to Crosshills. From Crosshills along the southern boundary of Crosshills Station to Waihoki. Then west along Huia Road to its junction with Waihoki Valley Road. Then south down Waihoki Valley Road to grid reference (NZMS 260 T25:733578) on the road. Then south to the Wellington Regional boundary at grid reference (NZMS 260 T25:723546). Then in a general west south west direction along the Regional boundary. At the point where the Regional Boundary meets the Tiraumea Road at Trig 433 follow down the true left tributary of Woody Gully Stream. Follow Woody Gully Stream to the Annedale Road. Then down the Annedale Road to the Alfredton Tinui Road. Follow the Alfredton Tinui Road to the bridge over the Tauweru River. Follow the Tauweru River downstream to Coopers Road.
Follow Coopers Road to the junction with Glendonald Road and Bideford Road. Follow Bideford Road to the junction with Mangareia Road. Follow Mangareia Road to its end and continue up the Mangareia stream until
it meets the northern boundary of Te Rangi. Follow the Te Rangi Station boundary to Clelands Road. Follow Clelands Road to Route 52 and down Route 52 to Waiiti. Tasman/West Coast

From the mouth of the Motueka River, upstream along the true left of the Motueka River to a point where the Motueka West Bank Road meets the Motueka River, then west to Hailes Knob. Then north west to Parapara Peak in Golden Bay, then south west to Mt Olympus, then west to Mt Perry, then north west to Percy Peak. Then along the high points of the Wakamarama Range to Mt Stevens, Mt Higgins, to Mt Haidinger in the Burnett Range, to Mt Burnett. Then following the boundary of Alphaburn Station

Catlins

From the mouth of the Koau Branch of the Clutha River upstream to the road bridge at Balclutha and then following State Highway No. 1 to Pukerau, then south along the Pukerau Kaiwera Road to Pullar Road, then west along Diamond Peak road to Nithdale Road.
Then south west to the junction of the Mataura Clinton Road and Waikana Road and south along Waikana Road, Knowsley Park Road, Waiarikiki Road, Waiarikiki Mimihau Road to the corner of Oware
Road at Oware. Then via Oware Road to the corner with Woods Road, directly south east to the corner of the Wyndham Mokoreta and Scott Roads then directly south west to the corner of Rabbidge and Stout Roads. Now follow directly south east to the corner of Tyneholm and Woodslea Downs Road then via Woodslea Downs Road, Gibb Road, Braid Road and Carswell Road to Waimahaka Fortification Road. then directly south east to Trig point U (NZMS 260 G44:300746), then south to Trig point G

Then directly south east to where the Rankle Burn enters the Pomahaka River (NZMS 260 G45:275570) and then following the true left bank of the Pomahaka River downstream to level with the end of Burkes Ford Road. Hokonui

Down the true left bank of the Oreti River to the bridge over the river on Benmore Road. East along Benmore Road to State Highway No. 6, briefly down State Highway No. 6 to the Benmore/Otapiri Road and along the Benmore/Otapiri Road to Calder Road. From the Calder Road Benmore/Otapiri Road intersection directly across to Blank Road, then down Blank Road to the Otapiri Road. From the summit of the Blackmount Redcliffe Road (NZMS 260 D44:971844), then south west to the
Waiau River opposite the power station, south down the true left bank of the Waiau River to where the Oraurea River enters (NZMS 260 D45:012428), then directly to the corner of the Otautau Tuatapere Road and Gully Road. Then south east directly to Bald Hill (NZMS 260 D46:109363), then north west to the corner of George Street and the Main Street in Otautau, then north to Leiman Street and to the bridge across the Aparima River. Now following the true right bank of the
Aparima north to the Aparima Forks at grid reference (NZMS 260 D44:151919), then directly south west to
the summit of the Blackmount Redcliff Road.
General Information
1. Any animal moved in contravention of this notice may be seized by an inspector or authorised person and destroyed, treated or otherwise dealt with, if it is reasonable in the circumstances to do so. The Animal Health Board may also recover the cost of testing for bovine tuberculosis pursuant to the Biosecurity Act
1993 and the Biosecurity (Deer and other testing costs) Regulations 1998.
2. Failure to comply with the requirements of this notice may result in prosecution under the Biosecurity Act 1993. If convicted, an individual will be liable to a term of imprisonment not exceeding five years, or a fine not exceeding $100,000.00, or both. A corporation convicted of an offence is liable to a fine not exceeding $200,000.00.
3. It is recommended that a person signing a Declaration Card should retain the card for six months following the date of signing. Any person who receives a Declaration Card should also retain the card for six months or for the period that the animal is under their control, whichever is the longer.
Revocation
The Declaration issued on the 20th day of February 2003 in regard to movement controls for bovine tuberculosis and published in the New Zealand Gazette, 20 February 2003, No. 15, page 450 and in Straight Furrow on 12 March
2003, is hereby revoked, with effect from 1 March 2004.
