Notice of Making of Electricity Governance Amendment Rules (No. 12) 2004 and Notice of Reasons for Decision

1. Pursuant to section 172I of the Electricity Act 1992,
I notify the amendment of the Electricity Governance Rules 2003 ("the Rules") under section 172H of the Electricity
Act 1992.
2. The empowering provision for the electricity governance regulations in relation to which the Rules are made is section 172D (1) (1) (b) of the Electricity Act 1992.
3. A brief description of the nature of the amendment is as follows:
To address concerns around not having an applied standard in colour coded wiring for conductor identity in the Rules, the following amendment to the Rules is made:
a. Amend Rule 3.3 of Part D, Schedule D1, Code of Practice D3, by including an additional sentence
that requires all conductors connecting measuring transformers to other components in new metering installations be clearly and permanently identified.
4. This amendment is made in reliance on section 172F (3) of the Electricity Act 1992.
5. Pursuant to section 172Z (4) of the Electricity Act 1992, the reason for my decision to amend the Rule is that it better ensures the accuracy of metering.
6. This Rule comes into force on 16 December 2004.
7. Copies of the Rules may be inspected free of charge or purchased from the Electricity Commission, Level Seven, ASB Bank Tower, 2 Hunter Street, Wellington.
