Penal Institutions Operational Standards Notice is given that the following current Operational Standards, issued on 9 March 1998, in relation to drug and alcohol testing in penal institutions, are revoked as from 1 July 1999: OS-2 Dispatch, Transportation, Receipt, Laboratory Security, Storage and Disposal. OS-3 Laboratory Analysis of Samples and Communication of Results. Pursuant to section 10b of the Penal Institutions Act 1954, notice is given that the following Operational Standards have been reissued in relation to drug and alcohol testing in penal institutions, and take effect from 1 July 1999: OS-1 Drug and Alcohol Testing Collection of Inmates' Urine Samples (formerly titled ``OS-1 Collection of Urine Sample''). OS-2 Drug and Alcohol Testing Random Testing Programmes (formerly titled ``OS-4 Random Testing Programmes''). Pursuant to section 10b of the Penal Institutions Act 1954, notice is given that the following Operational Standards have been issued in relation to the Penal Institutions Regulations 1999, and take effect from 1 July 1999: OS-3 Unauthorised Items. OS-4 Inmate Transfers. OS-5 Inmate Property. OS-6 Inmate Communications. OS-7 Use of Mechanical Restraints and Physical Holds. OS-8 Inmate Accommodation Standard Cells. OS-9 Inmate Accommodation Isolation Cells. OS-10 Inmate Complaints System. OS-11 Visits to Institutions. OS-12 Inmate Management Plans and Programmes. OS-13 Inmate Security Classification System. Copies of these Operational Standards are available: At all prisons, for inspection by inmates; and For inspection by members of the public at any public library that is a party to the Depository Library Scheme.
