Childcare Assistance Welfare Programme Amendment Pursuant to section 124 (1) (d) of the Social Security Act 1964, I, Roger Morrison Sowry, Minister of Social Services, Work and Income, approve the following amendments to the Childcare Assistance Welfare Programme (as approved by me on 19 December 1998), which is to be read with and considered part of the programme. These amendments take effect on and from the date of this approval. Dated the 18th day of May 1999. ROGER SOWRY, Minister of Social Services, Work and Income. A m e n d m e n t s 1. Clause 9 (3) is amended by omitting the word ``A'' and substituting the words ``Except where subclause (4) applies, a''. 2. Clause 9 is amended by adding the following subclause: ``(4) The chief executive may pay a lump sum amount of a childcare subsidy to the applicant, if ``(a) That amount corrects an underpayment in the amount of the subsidy to which the applicant is entitled under this programme; and ``(b) The applicant has paid to the pre-school facility as fees the difference between the amount of subsidy to which he or she is entitled and the amount of subsidy (if any) paid by the department to the pre-school facility.'' 3. Clause 13 (2) is amended by inserting, after the phrase ``(NAOSCAR)'' the words ``or the OSCAR programme is provided by a pre-school facility''. Explanatory Note This note is not part of the welfare programme but is intended to indicate its general effect. Clauses 1 and 2 amend the programme so that corrections of underpayments may be paid directly to the caregiver instead of to the pre-school facility that the child attends. Clause 3 extends the OSCAR programmes that may be granted an interim approval (until 31 July 1999) to include programmes provided by approved pre-school facilities. The amendments come into effect on the date of this approval.
