Radiocommunications (Radio) Regulations (General Licence for Cordless Telephone Radio Apparatus) Notice 1999 Pursuant to regulation 13 of the Radiocommunications (Radio) Regulations 1993, and acting under delegated authority from the Secretary of Commerce, I give the following notice: N o t i c e 1. Short title and commencement (1) This notice may be cited as the Radiocommunications (Radio) Regulations (General Licence for Cordless Telephone Radio Apparatus) Notice 1999. (2) This notice comes into force on 18 February 1999. 2. Interpretation for the purposes of this notice (1) ``CT1 and CT2 Cordless Telephone radio apparatus'' means apparatus consisting of a base unit, providing interconnection between telephone and networks, and portable units, intended for short range communication. 3. General licence (1) A licence under regulation 13 of the Radiocommunications (Radio) Regulations 1993 is granted for the installation, operation, and use by persons in New Zealand of CT1 and CT2 Cordless Telephone radio apparatus intended for the transmission and reception of radio communications within New Zealand, in accordance with the terms of this notice. 4. Terms, conditions and restrictions (1) The frequencies available for use under this licence are those specified in the First Schedule (CT1 Cordless Telephone radio apparatus) and the Second Schedule (CT2 Cordless Telephone radio apparatus) to this notice. (2) The technical conditions applying under this licence are those specified in the First Schedule (CT1 Cordless Telephone radio apparatus) and Second Schedule (CT2 Cordless Telephone radio apparatus) to this notice. (3) This licence applies only to radio apparatus which complies with technical specification RFS 30 (Issue 1, February 1996 (and subsequent amendments)) and in respect of which a declaration of conformity has been submitted to the Secretary under regulation 43 of the Radiocommunications (Radio) Regulations 1993. (4) Frequency use is on a shared basis and the Secretary does not accept any liability under any circumstances for any loss or damage of any kind occasioned by the unavailability of frequencies or interference to reception. (5) Should interference occur the Secretary reserves the right to require that any radio apparatus licensed herein change frequency or cease operation. 5. In those instances the maximum radiated power for base unit transmitting radio apparatus is 0 dBW e.i.r.p (1 Watt e.i.r.p) and for portable/handset unit transmitting radio apparatus is -3 dBW e.i.r.p (0.5 Watt e.i.r.p). The 0 dBW power levels do not apply to frequencies between 30 MHz and 38 MHz when paired with frequencies between 39.70 MHz and 40.50 MHz, or to any frequencies between 1.70 MHz and 1.80 MHz. b) Spurious Emissions A maximum permitted power of 60 dBuV/m @ 10 metres (-55 dBW e.i.r.p) applies to any emission on a frequency not contained within the following ranges of frequencies: 1.70 MHz to 1.80 MHz 30.00 MHz to 30.80 MHz 39.70 MHz to 40.50 MHz 72.775 MHz to 73.00 MHz c) Designation of Emissions 6K00A3 and 16K0F3. Second Schedule (CT2 Cordless Telephone radio apparatus) (1) Frequencies available for use (in MHz). 864.15 865.15 866.15 867.15 864.25 865.25 866.25 867.25 864.35 865.35 866.35 867.35 864.45 865.45 866.45 867.45 864.55 865.55 866.55 867.55 864.65 865.65 866.65 867.65 864.75 865.75 866.75 867.75 864.85 865.85 866.85 867.85 864.95 865.95 866.95 867.95 865.05 866.05 867.05 868.05 (2) Technical conditions All radio apparatus operating in accordance with the Second Schedule of this notice must comply with the requirements of Performance Specification MPT 1334 issued by the United Kingdom Department of Trade and Industry Radiocommunications Agency, or must comply with the requirements of ETS 300 131 issued by the European Telecommunication Standards Institute (ETSI). Explanatory Note This note is not part of the notice, but is intended to indicate its general effect. This notice prescribes that, pursuant to regulation 13 of the Radiocommunications (Radio) Regulations 1993, a general licence is granted in respect of the installation, operation, and use of radio apparatus on frequencies specified in this notice. The licence only applies to radio apparatus which complies with technical specification RFS 30 (Issue 1, February 1996 (and subsequent amendments)) and in respect of which a declaration of conformity has been submitted to the Secretary under regulation 43 of the Radiocommunications (Radio) Regulations 1993. This notice comes into effect on 18 February 1999. Users should note that base and portable/handset units are also required to meet the Permission To Connect (PTC) requirements of Telecom NZ Ltd for interconnection with their network.
