Summary of Exemptions Granted by the Director of Civil Aviation Pursuant to section 37 of the Civil Aviation Act 1990, notification is hereby given of exemptions, set out in the Schedule hereto, granted by the Director of Civil Aviation. Schedule General Exemption Aerobatic flights, parachute drops and glider towing operations: Ref 98/EXE/135, on 25 March 1998, the director exempts: (a) all persons who (i) are approved by the holder of a Category A or B flight instructor rating to fly an aircraft aerobatically to a specified height below 3000 feet, or to carry a passenger in an aircraft flown aerobatically; and (ii) continue to satisfy that instructor of their competency to carry out those manoeuvres; and (iii) continue to operate aircraft under the supervision of that instructor, from the requirement of Civil Aviation Rule 91.701 that each pilot operating an aircraft in aerobatic flight below a height of 3000 feet; or carrying a passenger in aerobatic flight; shall hold an aerobatic rating issued under Part 61: (b) all persons who (i) have logged at least 200 hours flight time, including at least 100 hours as pilot-in-command of the category of aircraft being used for the parachute drop; and (ii) have a log book entry that they have been briefed on the use of parachutes, parachuting operations, and emergency procedures by a jumpmaster; and (iii) have a log book entry that they have demonstrated their competency in parachute drop operations to the holder of a Category A or B flight instructor rating who is qualified to drop parachutists, from the requirements of Civil Aviation Rule 91.705 that each pilot performing parachute drop operation shall hold a parachute drop rating issued under Part 61; (c) all persons who (i) have logged at least 200 hours flight time in aeroplanes, including at least 100 hours as pilot-in-command of powered aeroplanes; and (ii) have a log book entry that they have demonstrated to a flight examiner a sound knowledge of standard signals, safety practices, and emergency procedures related to glider training, and the ability to perform competently all normal towing manoeuvres whilst acting as pilot-in-command of an aeroplane towing a glider, from the requirement of Civil Aviation Rule 91.709 that each pilot towing a glider, or gliders, in flight shall hold a glider tow rating issued under Part 61; and from the requirement of Civil Aviation Rule 91.711 that each private pilot towing an object, other than a glider, inflight to hold a tow rating issued under Part 61. This exemption shall apply until the 31st day of March 1999. The director has withdrawn the previous general exemption 97/EXE/56 granted on 30 May 1997. General Exemption Automatic ELT, CAR 91.529 (a): Ref 98/EXE/149, on 28 March 1998, the director granted an exemption to all gliders from the requirement of Civil Aviation Rule 91.529 (a) that requires aircraft to have an automatic ELT installed. This exemption shall apply until the 1st day of October 1998. Barnstorm Enterprises Limited CAR 135.353 (1) (II): Ref 98/EXE/147, on 27 March 1998, the director granted an exemption to Barnstorm Enterprises Limited from Civil Aviation Rule 135.353 (1) (ii) in respect of the radios required for communication in each of Barnstorm Enterprises Limited's two aircraft, Boeing Stearman ZK-STM and Tiger Moth ZK-BRL. Provided that (1) Prior to departure each aircraft has one serviceable radio installed; and (2) Each flight has its own dedicated transponder codes and a standard flight plan/profile filed with Christchurch ATC; and (3) All flights follow a standard format as outlined in the Operations Manual of Barnstorm Enterprises Limited; and (4) All flights are either for: (a) 10 minutes conducted within the Wigram uncontrolled airspace; or (b) 20 minutes to Cathedral Square via the main North/South railway line; and (5) All pilots will be briefed to follow the loss of communications procedure and squawk 7600 on the transponder and proceed directly to land at Wigram in the event of a communications failure; and (6) All operations are conducted by day, VFR, fine weather only. This exemption shall apply until the 31st day of March 1999.
