Bylaw Regulating the Speed of Vehicles on State Highways Pursuant to section 61 (3) of the Transit New Zealand Act 1989, Transit New Zealand hereby makes the following bylaw: B y l a w 1. Title and commencement This bylaw may be cited as the Transit New Zealand (Speed of Vehicles on State Highways) Bylaw 1997/3 and shall come into force 28 days after its publication in the New Zealand Gazette. 2. Interpretation In this bylaw ``Vehicle'' has the same meaning as in the Transport Act 1962. 3. Limiting speed of vehicles on State highways No person shall drive or take or permit to be driven or taken any vehicle (a) At a speed exceeding 30 kilometres per hour on the sections of State highways described in the First Schedule to this bylaw; or (b) At a speed exceeding 50 kilometres per hour on the sections of State highways described in the Second Schedule to this bylaw; or (c) At a speed exceeding 60 kilometres per hour on the sections of State highways described in the Third Schedule to this bylaw; or (d) At a speed exceeding 80 kilometres per hour on the sections of State highways described in the Fourth Schedule to this bylaw. First Schedule The section of State Highway No. 94 that is at Milford Sound commencing 50 metres east of the airport access and extending in a generally northerly direction to the end of the State Highway (Route Position 241/17.38). Second Schedule The section of State Highway No. 74 that is the Lyttelton tunnel proper commencing at a point 50 metres measured in a north-westerly direction from the Heathcote Valley Underpass and extending in a generally southerly direction to the north side of the intersection with Norwich Quay. Third Schedule The section of State Highway No. 6 that is: (a) In Franz Josef township, from a point (Route Position 596/12.48) located 850 metres in a northerly direction from the northern abutment of the Waiho River Bridge to a point (Route Position 610/0.35) located 420 metres in a south-westerly direction from the southern abutment of the Waiho River Bridge. (b) In Fox Glacier township, from a point (Route Position 626/6.13) located 460 metres in a north-easterly direction from the intersection with Cook Flat Road to a point (Route Position 626/6.85) located 260 metres in a southerly direction from the intersection with Cook Flat Road. (c) At Punakaiki in Buller District, from a point (Route Position 374/12.02) 1.10 kilometres south of the northern abutment of the Porarari River Bridge to a point (Route Position 374/12.63) 660 metres north of the northern abutment of the Punakaiki River Bridge, a distance of approximately 610 metres. (d) At Frankton from a point 370 metres measured in an easterly direction from Frankton Road (State Highway No. 6A) to a point 150 metres measured in a southerly direction from Frankton Road (State Highway No. 6A). 3. The section of State Highway No. 6A that is at Frankton from Kawarau Road (State Highway No. 6) to a point 150 metres measured in a westerly direction from Marina Drive. 4. The section of State Highway No. 73 at Christchurch from the intersection with State Highway No. 74 (Waltham Road at Route Position 0/0.00) extending in a generally westerly direction to a point (at Route Position 0/3.10) located 80 metres generally west of the intersection with Barrington Street, a distance of approximately 3.10 kilometres. 5. The section of State Highway No. 74 at Christchurch (Brougham Street) from the intersection with Waltham Road (at Route Position 12/0.00) extending in a generally south easterly direction to a point (at Route Position 12/1.94) located 100 metres generally north west of the south eastern intersection with Opawa Road, a distance of approximately 1.94 kilometres. Fourth Schedule 1. The section of State Highway No. 1 that is: (a) At Whangarei from the southern limit of the existing 50 kilometre an hour speed limit 130 metres south of Murdoch Crescent (Route Position 165/1.73) in a southerly direction for a distance of approximately 1.3 kilometres to a point 530 metres south of Rewa Rewa Road (Route Position 165/3.03). (b) At Silverdale from a point 105 metres south of the Moffat Road/State Highway No. 1 intersection (Route Position 288/8.49), abutting the 50 kilometre speed restriction, for a distance of 2.92 kilometres in a southerly direction to a point 400 metres south of the East Coast Road/State Highway No. 1 intersection (Route Position 288/11.44). (c) The Auckland Harbour Bridge and approaches: in the southbound direction from a point (at Route Position 326/3.53) 45 metres south of the southern abutment of the Onepoto Stream Bridge to the Wellington Street Underpass (at Route Position 326/8.47). in the northbound direction from the Wellington Street Underpass (at Route Position 326/8.49) to a point (at Route Position 326/3.77) 305 metres south of the southern abutment of the Onepoto Stream Bridge. (d) At Ohinewai from a point 380 metres north of the centreline of Tahuna Road (Route Position 412/7.79) to a point 540 metres generally south of Tahuna Road (Route Position 412/8.71). (e) At Horotiu, commencing at a point 100 metres north of its junction with Whatawhata Road (Route Position 442/6.01) and extending 820 metres generally in a southerly direction to a point 80 metres south of Horotiu Road (Route Position 442/6.83). (f) At Hamilton, commencing at a point 150 metres north of the Te Kowhai Road intersection (at Route Position 442/11.83) extending in a southerly direction for a distance of 3.74 kilometres to Rotokauri Road (at Route Position 442/15.59). (g) At Hamilton commencing at Riverlea Road (at Route Position 467/0.57) extending in a southerly direction for a distance of 840 metres to a point (at Route Position 467/1.41) measured 170 metres north of Annebrook Road. (h) At Cambridge from a point approximately 100 metres south of Duke Street (Route Position 478/6.92) extending in a southerly direction for a distance of 560 metres to a point approximately 280 metres south of the intersection of State Highway No. 1 and Shakespeare Street (Route Position 478/7.48). (i) At Taupo from a point 500 metres north of the centreline of Huka Falls Loop Road at its southern junction with State Highway No. 1 (Route Position 606/5.94) in a generally southerly direction to a point 112 metres north of the centreline of Norman Smith Street (Route Position 606/7.32). (j) At Ngauranga Gorge in Wellington from the northern abutment of the Johnsonville Bypass South Overbridge (Route Position 979/5.28) to the northern abutment of the Ngauranga Gorge Overpass (Route Position 979/7.56), a distance of approximately 2.28 kilometres. (k) At Christchurch from a point (at RP 332/1.06) located 220 metres in a westerly direction from Connemara Drive to a point (at RP 332/11.88) located in a south-westerly, 120 metres from Ryans Road. (l) At Christchurch from a point (at Route Position 347/0.88) located 110 metres in a generally south westerly direction from the intersection with Parker Street/Seymour Street to a point (at Route Position 347/4.58) located 200 metres in a generally south westerly direction from the intersection with Trents Road, a distance of approximately 3.70 kilometres. (m) At Arowhenua, from a point (at Route Position 481/7.10) located 220 metres in a generally southerly direction from the centreline of Waitohi Road to a point (Route Position 481/8.86) located 50 metres measured in a northerly direction from the northern abutment of the Opihi River Bridge, a distance of approximately 1.8 kilometres. (n) At Woodlands in Southland, from a point measured 30 metres northeast of its junction with Grove Bush-Woodlands Road (Route Position 902/3.33), to a point measured 30 metres south-west of its junction with Woodlands Cemetery Road (Route Position 902/3.94), a distance of approximately 610 metres. 2. The section of State Highway No. 2 that is: (a) At Te Puna from a point approximately 180 metres west of Loop Road (Route Position 140/3.06) extending in an easterly direction for a distance of 1.28 kilometres to a point approximately 360 metres east of Te Puna Road (Route Position 140/4.34). (b) At Bethlehem commencing at a point 320 metres east of Bethlehem Road (at Route Position 140/8.28) and extending in an easterly direction to a point 200 metres west of Johnathon Street (at Route Position 140/9.45) 3. The section of State Highway No. 3 that is from Te Awamutu to Kihikihi commencing at a point approximately 220 metres south of Turere Lane (Route Position 16/12.54) then extending in a southerly direction along State Highway No. 3 for a distance of 1.49 kilometres to a point approximately 210 metres north of Herbert Street (Route Position 16/14.03). 4. The section of State Highway No. 5 that is: (a) At Ngongotaha from a point measured 100 metres northwest of the Ngongotaha Roundabout (at Route Position 30/14.42) extending in an easterly then a southerly direction for a distance of 2.01 kilometres to a point 520 metres north of Barnard Road (at Route Position 30/16.43). (b) At Rotorua (Old Taupo Road) from a point measured 630 metres south of Moncur Drive (at Route Position 50/3.38) proceeding in a south-easterly direction to the intersection of State Highways No. 5 and 30 (at Old Taupo Road and Hemo Road), then proceeding south on the common section of State Highways No. 5 and 30 (Hemo Road) to a point (at Route Position 54/0.28) measured 280 metres south of the Old Taupo Road and Hemo Road intersection. (c) At Reporoa from a point 610 metres north of the centreline of Reporoa Road to a point 330 metres south of the centreline of Reporoa Road. 5. The section of State Highway No. 6 that is: (a) At Woodbourne from a point 400 metres west of Jacksons Road (Route Position 0/7.2) to a point 1.4 kilometres west of Jacksons Road (Route Position 0/8.2). (b) At Stoke from a point 100 metres south of Dryden Place (Route Position 116/8.71) to a point 100 metres west of Champion Road (Route Position 116/11.04). (c) At Punakaiki in Buller District from a point (Route Position 374/10.68) 240 metres north of the northern abutment of the Porarari River Bridge to a point (Route Position 374/12.02) 1.10 kilometres south of the northern abutment of the Porarari River Bridge, a distance of approximately 1.34 kilometres. (d) At Punakaiki in Buller District from a point (Route Position 374/12.63) 660 metres north of the northern abutment of the Punakaiki River Bridge to a point (Route Position 388/0.72) 720 metres south of the northern abutment of the Punakaiki River Bridge, a distance of approximately 1.38 kilometres. (e) At Athol from a point measured 30 metres east of the junction of State Highway No. 6 and Albion Street (at Route Position 1061/2.97) to a point measured 370 metres west of the junction of State Highway No. 6 and Clyde Street (at Route Position 1061/3.79), a distance of approximately 820 metres. (f) At Frankton from a point 150 metres measured in a southerly direction from Frankton Road (State Highway No. 6) to a point 280 metres measured in a south easterly direction from Kawarua Falls Bridge. (g) At Invercargill, from a point measured 580 metres north of the junction of North Road with Moore Road (Route Position 1168/0.90), to a point measured 200 metres north of the junction of North Road with West Plains Road (Route Position 1168/2.49), a distance of approximately 1.59 kilometres. 6. The section of State Highway No. 6A that is between Frankton and Queenstown from a point measured 150 metres in a westerly direction from Marina Drive to a point measured 660 metres in a easterly direction from Suburb Street. 7. The section of State Highway No. 7 that is at Totara Flat from a point 160 metres measured generally north-east of its junction with Granville Road to a point 950 metres generally south-west of its junction with Granville Road. 8. The section of State Highway No. 8 that is at Tarras from a point 140 metres measured north-east of its junction with Munroes Lane to a point 40 metres measured south-west of its junction with Jolly Road. 9. The section of State Highway No. 23 that is at Whatawhata commencing at a point measured 50 metres east of the intersection of Egan Road and State Highway No. 23 (at Route Position 2/9.27) extending in a westerly direction along the State highway for a distance of 830 metres to a point measured 100 metres west of Horotiu Road (at Route Position 2/10.10) 10. The section of State Highway No. 30 that is at Rotorua commencing at the intersection of State Highway No. 30 (Hemo Road) and State Highway No. 5 (Hemo Road and Old Taupo Road at Route Position 144/0.00) proceeding in a north-easterly direction to a point (at Route Position 144/0.720) measured 720 metres north-east of the intersection of Hemo Road and Old Taupo Road. 11. The section of State Highway No. 35 that is at Tirohanga from a point (Route Position 0/6.99) 80 metres west of Tirohanga Road, extending in an easterly direction along State Highway No. 35 for a distance of approximately 1.26 kilometres to a point (Route Position 0/8.25) 1.18 kilometres east of Tirohanga Road. 12. The section of State Highway No. 73 that is at West Melton in Selwyn District from a point 250 metres (measured in an easterly direction) from the eastern boundary of the northern section of Weedons Ross Road (Route Position 15/2.15) to a point 400 metres (measured in a westerly direction) from the western boundary of the northern section of Weedons Ross Road (Route Position 15/2.80), a distance of approximately 670 metres. 13. The section of State Highway No. 75 that is at Halswell from a point (at Route Position 0/2.77) located 50 metres measured south-westerly generally along the said State highway from Templetons Road to a point (Route Position 0/4.00) located at the intersection of the north-eastern boundary of Dunbars Road with the said State highway. 14. The section of State Highway No. 88 that is at Dunedin between the Ruru Avenue extension and a point measured 170 metres south of Moa Street.
