Notice of Proposal to Incorporate Material by Reference – Engine Fuel Specifications Regulations 2011

Pursuant to section 35 of the Energy (Fuels, Levies, and References) Act 1989 and Schedule 2 of the Legislation Act 2019, I give notice of proposed amendments to the Engine Fuel Specifications Regulation 2011. These amendments required are in order to support New Zealand’s accession to Annex VI of the International Convention for the Prevention of Pollution from Ships (MARPOL), I notify the incorporation of references to standards ISO 3675, ISO 12185, ISO 8754, ISO 14596, ISO 4264, ISO 3104, ISO 2719, ISO 8217, IP 570, ASTM D1298, ASTM D4052, ASTM D4294, ASTM D4737, ASTM D445, ASTM D93, and ASTM D664.

To implement MARPOL Annex VI, I also notify the incorporation of reference of Annex VI as well as Article 2(4) of MARPOL, for information on where these standards can be purchased please see the following website: https://fuelquality.tradingstandards.govt.nz/for-business/acts-and-regulations/.

I also gives notice of the incorporation of applicable guidance from the International Maritime Organization, which is available at: https://www.imo.org/.

These standards are available for inspection, at no charge, between the hours of 9.00am and 5.00pm from Monday to Friday (excluding statutory holidays) at Trading Standards within the Ministry of Business, Innovation and Employment located at 15 Stout Street, Wellington 6011.
