Extension of Reporting Timeframes for Persons in Charge of Animals Under the National Animal Identification and Tracing Act 2012—Livestock Improvement Corporation Ltd MINDA Outage

Pursuant to section 34(2)(a)(ii) of the National Animal Identification and Tracing Act 2012 (“NAIT Act 2012”), I Stephen Stuart, acting on behalf of the NAIT organisation as Chief Executive of National Animal Identification and Tracing Limited, which is the designated National Animal Identification and Tracing (NAIT) organisation, give notice of alternative time limits to those prescribed by Regulations made under the NAIT Act 2012 for the provision of information by any person in charge of animals (PICA).

The alternative time limits apply only to those PICAs who are users of the Livestock Improvement Corporation Ltd MINDA software during the software outage commencing 10.00pm on 25 June 2021 to 6.00am on 28 June 2021.

On behalf of the NAIT organisation, I am satisfied that that non-compliance with the time limits prescribed by regulations made under this Act is justified due to these PICAs being unable to fulfil their obligations using MINDA software.

The alternative time limits are:

  • a person registering as a PICA under section 27(1) of the NAIT Act 2012 must do so by 30 June 2021.
  • a PICA making a declaration under section 31(1) of the NAIT Act 2012 must do so by 30 June 2021.
  • a PICA tagging an animal in accordance with Regulation 20 of the NAIT (Obligations and Exemptions) Regulations 2012 must do so by 30 June 2021.
  • a PICA making a declaration under 32(1) of the NAIT Act 2012 must do so by 30 June 2021.

Dated at Wellington this 22nd day of June 2021.

STEPHEN STUART, Chief Executive, National Animal Identification and Tracing (NAIT) Limited.
