Land Transport Rule: Setting of Speed Limits 2017

Woodlands Road, Oxford Road and Saddle Road, Manawatu – Whanganui Region Speed Limit

Pursuant to clause 2.10(6) of Land Transport Rule: Setting of Speed Limits 2017, the NZ Transport Agency, (Safety and Environment Group), sets the following speed limits as described in clauses 1 and 2, in accordance with the conditions set out in clauses 3 and 4 of this notice.

1. Approval of permanent speed limits

The NZ Transport Agency, Safety and Environment Group may set a speed limit of 60km/h or 80km/h on the sections of local road network specified in clause 2 of this notice.

2. Location and speed limit – Sections of the local road network

A 60km/h or 80km/h speed limit will be set for the following sections of the local road network.

Woodlands Road, from the intersection with SH3 (Napier Road and Vogel Street) for a distance of 1760m to the intersection with Oxford Road.

Saddle Road from the intersection with Oxford Road and Hope Road (630m west of Woodlands Road) for a distance of 800m to the eastern abutment of the stream bridge.

Saddle Road from the eastern abutment of the stream bridge (1430m west of Woodlands Road) for a distance of 7710m to the boundary post between Manawatu District Council and Tararua District Council.

Saddle Road, from the eastern bridge deck joint of the Pohangina River Bridge at the boundary with Manawatu District Council for a distance of 1110m to the intersection with The Terrace.

Conditions

3. Signs

Signs that comply with Land Transport Rule: Traffic Control Devices 2004 must be installed to identify the section of road subject to the permanent speed limit detailed in clauses 1 and 2.

Speed limit signs must comply with requirements for signs in Land Transport Rule: Traffic Control Devices 2004 in terms of the design, format, shape, colour, and size of the speed limit signs.

  1. The road controlling authority must install a speed limit sign on both sides of the road under its jurisdiction at or near, and not more than 20m from, the point on the road where a speed limit changes.
  2. If a road user might not easily see, or readily understand or react to, a sign that is installed within 20m of the point on the road where a speed limit changes, a road controlling authority may, despite 3(a), install speed limit signs more than 20m, but as close to it as reasonably practicable, from that point.
  3. Repeater speed limit signs should be installed in accordance with Land Transport Rule: Setting of Speed Limits 2017 9.2 and Table 1 of Schedule 2 for permanent and holiday speed limits, unless the nature of road makes speed limit clear to road users and if the nature of the particular length of road is such that a road user would reasonably understand that the speed limit displayed on the last speed limit sign remains the speed limit throughout the whole of that length of road. This includes when the measured mean operating speed is less than 10% above the speed limit for that length of road.

4. Bylaw

The NZ Transport Agency, Safety and Environment Group, in exercising its powers under clause 2.10(6) of Land Transport Rule: Setting of Speed Limits 2017 and through the publication of this Gazette notice hereby makes a permanent speed limit bylaw for the sections of local road network specified in clause 2 of this notice.

This bylaw may be cited as the New Zealand Transport Agency (Woodlands Road, Oxford Road and Saddle Road, Manawatu – Whanganui Region Speed Limit) Bylaw and will come into force on 25 January 2019.
