The New Zealand Transport Agency is a Crown Entity established by section 93 of the Land Transport Management Act 2003. Its functions are set out in section 95 of the Land Transport Management Act 2003.

In accordance with section 112 of the Crown Entities Act 2004 and section 95(1)(j) of the Land Transport Management Act 2003, I, Phil Twyford, Minister of Transport, direct the New Zealand Transport Agency to carry out the following additional function:

To plan, fund, design, supervise, construct and maintain rapid transit networks and/or projects, including light rail.
