Instrument Amending Welfare Programmes 2016

This instrument is made, under section 124(1)(d) of the Social Security Act 1964, by the Minister for Social Development.

Instrument

1. Title—This instrument is the Instrument Amending Welfare Programmes 2016.

2. Commencement—This instrument comes into force on 1 April 2016.

3. Principal welfare programmes—This instrument amends the welfare programmes specified in the Schedule (“principal welfare programmes”).

4. Amendments—Amend the principal welfare programmes in the manner set out in the Schedule.

Home Help Programme (as established and approved on 6 May 2004)1

Clause 1

In the Schedule, clause 1(a), replace “$15.53” with “$16.06”.

Special Transfer Allowance Programme 2000 (as established and approved on 13 November 2000)2

Schedule

In the Schedule, replace “$282”, “$214”, “$175”, “$355”, “$284” and “$253” with “$303”, “$227”, “$183”, “$384”, “$293” and “$262” respectively.

Work Bonus Programme (as established and approved on 24 June 2013)3

Clause 4

In clause 4(1), definition of specified beneficiary, replace “five years” with “three years” in each place.

Explanatory note

This note is not part of the instrument, but is intended to indicate its general effect.

This instrument, which comes into force on 1 April 2016, amends three welfare programmes under the Social Security Act 1964.

Clause 4 and the Schedule amends:

  • the Home Help Programme, to adjust the hourly rate to reflect a 3.4% increase in the adult minimum wage:
  • the Special Transfer Allowance Programme 2000, to adjust average regional rents to reflect movements in rentals:
  • the Work Bonus Programme, to change references to a dependent child aged under five years to a dependent child aged under three years, consequentially on the amendments made by the Social Security Amendment Act (No 2) 2015 on 1 April 2016 to the age of a dependent child for work-testing purposes.
