Notification of Proposal to Incorporate the ODV Handbook by Reference

Pursuant to clause 7 of Schedule 5 to the Commerce Act 1986 ("the Act"), the Commerce Commission ("the Commission") gives the following notice.
Proposal to Incorporate the ODV Handbook by Reference
As set out in the draft information disclosure determination for electricity distribution businesses ("EDBs") as suppliers of electricity lines services ("the Draft ID Determination") and the draft reasons paper issued on 16 January 2012, the Commission proposes to incorporate the ODV Handbook, dated 30 August 2004, into the Draft ID Determination that applies to EDBs by reference, in accordance with section 53ZF and Schedule 5 of the Act.
Specifically, the Commission proposes to rely on the asset adjustment process set out in the ODV Handbook in respect of the process for setting the initial regulatory asset base under the new information disclosure regime that will apply to EDBs.
Proposed Material Publicly Available
Copies of the Draft ID Determination, the draft reasons paper and the ODV Handbook are available for inspection free of charge at the Commission (during ordinary office hours).

Submissions Sought
The Commission seeks views on its proposal to
incorporate the ODV Handbook by reference into the information disclosure requirements applicable to EDBs.
We invite submissions on this proposal no later than 5.00pm on 24 February 2012.
