Alternative Parking Zone Signs and Markings Trial

Pursuant to subclause 3.4(1) of the Land Transport Rule: Traffic Control Devices 2004 (the Rule) and pursuant to
a sub-delegation to me by the New Zealand Transport Agency, I, Glenn Bunting, Network Standards and Safety Manager, hereby authorise the installation and maintenance of alternative parking zone signs and markings:
(i) for the purpose described in Schedule 1;
(ii) in the form and layout, set out in Schedule 2;
(iii) at the location stated in Schedule 3;
(iv) for the period specified in Schedule 4; and
(v) subject to the terms and conditions detailed in Schedule 5.
These alternative parking signs and markings shall be used for the purpose of evaluating their use and the trial shall be called the "Alternative parking zone signs and markings trial".
Schedule 1 Purpose of trial
The purpose of the trial is to evaluate the effectiveness and safety of:
(a) alternative parking zone signs that differ from those specified in Schedule 1 of the Rule; and
(b) fewer parking restriction signs than those required by clause 12.5(1) of the Rule; and
(c) alternative or additional markings to those specified in Schedule 2 of the Rule.
Schedule 2 Form, and layout of signs and markings
(a) Signs
The alternative parking zone signs will be of the following descriptions and will be used instead of the R6-56 and
R6-57 signs specified in Schedule 1 of the Rule:
Zone parking begins or ends - Alternative
The sign defines the beginning or end of a parking zone and the specified parking restriction covers the zone unless indicated otherwise by signs and markings or a specific ban on parking is described in Land Transport (Road User) Rule.

Zone parking continuation - Alternative
The sign defines the continuation of a parking zone and the specified parking restrictions cover the zone unless indicated otherwise by signs and markings or a specific ban on parking is described in Land Transport (Road User) Rule.

(b) Markings
The alternative or additional markings may show "P15", "BUS STOP", "LZ5" (Loading Zone - Maximum
5 minutes), and "TAXI" in letter orientation differing from that specified in Schedule 2.
(c) Layout
Other than (i) the underlying "P60 Other Times Zone" restriction, (ii) "Clearway" restrictions and (iii) no stopping at all times restrictions, each restriction may be specified by means of a single sign at one end of the restricted area provided the extent of each restricted area is indicated by means of white or yellow lines perpendicular and parallel to the kerb and the appropriate words or symbol marked on the surface.
The "P60 Other Times Zone" shall be described by
means of :
(i) a "Begins" sign at each entry to the zone;
(ii) an "Ends" sign at each exit from the zone; and
(iii) by "zone continuation" signs within the zone, at intervals of not more than 200m.
"Clearway" restrictions must be described with appropriate signs, and no stopping at all times restrictions must be described by appropriate markings as defined in the Rule.
Schedule 3 Location
The site approved for this trial is on New North Road between its intersection with Bond Street and Sandringham Road at the eastern end and Kingsland Avenue at the western end, Kingsland, Auckland City.
Schedule 4 Period of trial
The trial shall start after the publication of this notice and end by 1 November 2010.
Schedule 5 Conditions
An evaluation will be undertaken consisting of a before and after analysis as outlined in section 3.4 of the proposal received from Auckland City Council dated 5 November 2009 with the title "Kingsland parking zone".
A preliminary evaluation report shall be received by me by 30 April 2010 and a final report by 31 August 2010.
