Notice of Recommendation Concerning the Electricity Governance (Amendments to Parts E, H, and J of the Rules and Consequential Amendments to Part A of the Rules) Amendment Rules 2010

1. This notice of a recommendation concerning the Electricity Governance (Amendments to Parts E, H, and J of the Rules and Consequential Amendments to Part A of the Rules) Amendment Rules 2010 is issued by the Electricity Commission ("Commission") in accordance with section 172E(2)(c) of the Electricity Act 1992
("Act").
2. The Act provides that, no later than 10 working days after making a recommendation to the Minister of Energy and Resources ("Minister") concerning
the Electricity Governance Rules 2003 ("Rules"), the Commission must publicise the recommendation and
the assessment completed under section 172F of the Act.
Recommended Amendments to the Rules
3. On 9 June 2010, the Commission recommended that a number of amendments be made to the Rules concerning the reconciliation and switching process contained in Parts A, E, H and J of the Rules.
4. The effects of the recommended amendments to the Rules are to:
(a) shorten the switching time period;
(b) provide for further monitoring of the installation control point ("ICP") status by distributors;
(c) provide a process for distributors to transfer ICPs;
(d) provide a process to streamline trading notifications;
(e) clarify the process by which invoice and volume information are resolved, and information errors are corrected;
(f) alter the scope of some of the Rules to align the Rules with current practice or intended best practice;
(g) clarify participants' and the Commission's obligations under the Rules;
(h) make the Rules clearer and easier to read and ensure they are in a logical order;
(i) correct some incorrect references and terminology in the Rules; and
(j) remove ambiguity in the Rules.
