Notice Stating Where Proposed Material to be Incorporated by Reference into Regulations is Available for Inspection and Purchase-Product Certification

Pursuant to section 409(2)(d) of the Building Act 2004
("the Act"), I hereby give notice that I propose to make a recommendation for regulations in relation to product certification under sections 402(1)(t)(iv) and 402(1)(u) of the Act that incorporate material by reference as follows:
Under section 402(1)(t)(iv) of the Act (Criteria and Standards for Accreditation)
It is proposed to incorporate by reference some or all of the following material into regulations that prescribe the criteria and standards that an applicant must meet for accreditation as a product certification body under section 264(b) of the Act:
(i) IS0/IEC Guide 65:1996 (also available as SAA/SNZ HB 18.65:1998): General requirements for bodies operating product certification schemes;
(ii) International Accreditation Forum (IAF) Guidance on the Application of ISO/IEC Guide 65:1996 (Issue 2) (IAF GD 5:2006): General requirements for bodies operating product certification schemes; and
(iii) ISO 10005:2005 (also available as AS/NZS 10005:2006): Quality management systems - Guidelines for quality plans)
Under section 402(1)(u) of the Act (Criteria and Standards for Certification)
It is proposed to incorporate by reference some or all of the following material into regulations that prescribe the criteria and standards that a building method or product must meet for certification under section 269(1) of the Act:
(i) IS0/IEC Guide 65:1996 (also available as SAA/SNZ HB 18.65:1998): General requirements for bodies operating product certification schemes;
(ii) International Accreditation Forum (IAF) Guidance on the Application of ISO/IEC Guide 65:1996 (Issue 2) (IAF GD 5:2006): General requirements for bodies operating product certification schemes; and
(iii) ISO 10005:2005 (also available as AS/NZS 10005:2006): Quality management systems - Guidelines for quality plans).
Availability of Material for Inspection or Purchase
Inspection
The documents identified above are all available to be inspected free of charge at the national office of
the Department of Building and Housing, Level 6,
86 Customhouse Quay, Wellington, between the hours of 8.30am to 5.00pm, Monday to Friday, until 8 March 2008.
Purchase
Copies of all ISO/IEC Guides are available for purchase from Standards New Zealand, Level 10, 155 The Terrace, Private Bag 2439, Wellington, or online at
www.standards.co.nz
Copies of the materials proposed to be incorporated by reference are also available for purchase through the national office of the Department of Building and Housing.
