1. This notice of a recommendation and assessment concerning the Electricity Governance Rules 2003 (“Rules”), Rule Amendment Proposal No. 117, 2008, is issued by the Electricity Commission (“Commission”) pursuant to section 172E(2)(c) of the Electricity Act 1992 (“Act”).
2. Section 172E(2)(c) of the Act provides that, no later
than 10 working days after making a recommendation to
the Minister of Energy concerning the Rules, the Commission must publicise the recommendation and
the assessment completed under section 172F of the Act.
Recommended Amendments to the Rules
3. On 1 February 2008, the Commission recommended that Schedule F1 of Section II of Part F and Rule 9.1 of Section IV of Part F be amended.
4. The recommended amendments to the Rules were:
(a) to amend Schedule F1 of Section II of Part F to except New Zealand Aluminium Smelters Limited and RTA Power (NZ) Limited from the categories
of designated transmission customers in certain circumstances; and
(b) to amend Rule 9.1 of Section IV of Part F to permit Transpower to impose charges additional to those set out in the transmission pricing methodology if those charges are provided for in the Comalco agreements.
