Notice of Movement Controls for Bovine Tuberculosis

Pursuant to section 131(2) of the Biosecurity Act 1993, the Animal Health Board Incorporated declares those parts of
New Zealand described in the Schedule to this notice to be Controlled Areas for the purpose of enabling the limitation of the spread of bovine tuberculosis.
Pursuant to section 131(3)(a) of the Biosecurity Act 1993, the Animal Health Board Incorporated gives notice that the movement of cattle and deer within the Controlled Areas is restricted and regulated to the extent and subject to the conditions specified below.
N o t i c e
1. Definitions
In this notice, unless the context otherwise requires:
“Herd” means:
(a) a group of cattle, or deer, or cattle and deer, that is managed as one unit; or
(b) a group of cattle, or deer, or cattle and deer, that is kept within the same enclosure or behind the same fence.
“Herd of Origin” means the herd with which a cattle beast or a deer is, for the time being, grazing.
“Order” means the Biosecurity (National Bovine Tuberculosis Pest Management Strategy) Order 1998.
“Controlled Area” means an area specified in the Schedule to this notice.
2. Testing Prior to Movement From or Within Controlled Areas
2.1 No cattle beast or deer aged 90 days or more may be moved:
(a) from any Controlled Area to a place outside that Controlled Area; or
(b) within any Controlled Area from its Herd of Origin, or the place or establishment at which the animal is being kept to a place other than a place occupied by the owner or person in charge of the cattle beast or deer
unless it has undergone, within 60 days prior to the date of movement, a negative test for bovine tuberculosis in accordance with the Order.
2.2 The restriction on movement in 2.1 does not apply where an animal is being moved directly to a place of slaughter.
2.3 Notwithstanding 2.1, an animal may be exempted from the requirement for a test in accordance with the Animal Health Board Tuberculosis Operational Plan.
This declaration takes effect from 1 March 2007.

Southern North Island

down Waihoki Valley Road to Grid Reference (NZMS 260-T25:733578) on the road. Then south to the Wellington Regional boundary at Grid Reference (NZMS 260-T25:723546). Then in a general west south-west direction along
the regional boundary. At the point where the regional boundary meets Waitawhiti Road follow the paper road in an easterly direction, along the northern boundary of Inverell and through Tanawha. Continue along the northern boundaries of Oreti, Anerley, Te Mai iti and Te Mai to Te Mai Road. Follow Te Mai Road south and then west to the junction with Tanawa Road. Then along the high points of the Wakamarama Range to Mt Stevens, Mt Higgins, to Mt Haidinger in the Burnett Range, to Mt Burnett. Then south to
the bridge over Gorge Creek on the Collingwood Puponga Main Road, then downstream along the left bank of Gorge Creek to Ruataniwha Inlet on the Golden Bay coast, and then along the coastline around Farewell Spit to Three Mile Lagoon on the Tasman Sea. 260-F41:046793) then west and slightly north across the Criffel Range to the Crown Range Road at Blackmans Creek. Then to the Crown Range at Grid Refrence (NZMS 260-F41:897821) then north along the range via Mt Cardrona, MacDonalds Peaks, Middle Peak and Mt Alpha to Roys Peak at Grid Reference (NZMS 260-F40:969051). Then following the boundary of Alphaburn Station east north-east to the Mt Aspiring Road at Grid Reference (NZMS 260-F40:000058) then to the boat ramp opposite Ruby Island then east around the shores of Lake Wanaka and down the Clutha River to the bridge over the Clutha River on State Highway 6 at Albert Town.
Catlins

Then south-west to the junction of the Mataura-Clinton Road and Waikana Road and south along Waikana Road, Knowsley Park Road, Waiarikiki Road, Waiarikiki-Mimihau Road to the corner of Oware Road at Oware. Then
via Oware Road to the corner with Woods Road, directly south-east to the corner of the Wyndham-Mokoreta and Scott Roads then directly south-west to the corner of Rabbidge and Stout Roads. Hokonui

From Mandeville at the corner of the Waimea Valley Road and State Highway 94 along the Waimea Valley Road to the Glenure corner. Follow the Dipton-Balfour Road west to Ben Callum Road, then a direct line south west along farm boundaries to the origin of the Winton Stream, down this stream to Matthews Road, to the Benmore/Otapiri Road and along the Benmore/Otapiri Road to Calder Road. From the Calder Road-Benmore/Otapiri Road intersection directly across to Blank Road, then down Blank Road to the Otapiri Road. Then via Otapiri Road, Shand Road, Otapiri Gorge Road, Browns/Otapiri Road and Hokonui School Road, to its continuation as Scott Road, then to the end of O’Connor

General Information
1. Any animal moved in contravention of this notice may be seized by an inspector or authorised person and destroyed, treated or otherwise dealt with, if it is reasonable in the circumstances to do so. The Animal Health Board Incorporated may also recover the cost of testing for bovine tuberculosis pursuant to the Biosecurity Act 1993 and the Biosecurity (Deer and other testing costs) Regulations 1998.
2. Failure to comply with the requirements of this notice may result in prosecution under the Biosecurity Act 1993. If convicted, an individual will be liable to a term of imprisonment not exceeding five years, or a fine not exceeding $100,000.00, or both. A corporation convicted of an offence is liable to a fine not exceeding $200,000.00.
Revocation
The declaration dated on the 14th day of February 2006, in regard to movement controls for bovine tuberculosis and published in the New Zealand Gazette, 16 February 2006, No. 15, page 305 and also published in Straight Furrow on 21 February 2006, is hereby revoked with effect from 1 March 2007. This declaration has the effect of revoking parts of the Central North Island Controlled Area, at Mangatutu in Waikato Region, at Whakahoro and Kirikau in Manawatu/Wanganui Region, and about Puketitiri in Hawke’s Bay Region. Part of the Southern North Island Controlled Area is also revoked north of Masterton in Wellington Region.
