Exemption From Headlamp Requirements by Endorsement of the Vintage Car Club Vehicle Identity Card

Pursuant to Regulation 90 of the Traffic Regulations
1976, and under delegated authority, I, John Patrick White, Manager Safer Vehicles Policy, exempt the vehicles in Schedule 1 from the requirements in Regulation 58 of those Regulations, regarding headlamps and the dipping of lights, subject to the conditions in Schedule 2.
This exemption expires on the date on which the Land Transport Rule: Vehicle Lighting comes into force.
Schedule 1
A vehicle that has a valid and current Vehicle Identity
Card issued by the Vintage Car Club of New Zealand (Incorporated) that contains the appropriate endorsement regarding headlamps.
Schedule 2
1. The current Vehicle Identity Card must be kept with the vehicle at all times it is operated on the road.
2. The Vehicle Identity Card must identify which endorsement condition(s) applies(apply) to the vehicle:
(a) The vehicle is not fitted with headlamps and therefore must not be operated on the road during hours of darkness or in conditions of poor visibility.
(b) The vehicle is fitted with headlamps that have a limited performance and therefore the vehicle may only be operated on the road during hours of darkness, or in conditions of poor visibility, provided that the dipped beam(s) of the headlamp(s) is(are) able to illuminate the road and substantial objects on it at a distance of at least 30m ahead and the vehicle is operated at a speed of less than 30km/h.
(c) The vehicle may have headlamps that are of a
non-standard configuration because it was originally manufactured with that specific equipment.
3. The vehicle must be operated only as specified in the endorsement.
