Direction in Relation to Special Benefit Amendment (No. 3)

To: The Chief Executive, Department of Work and Income.
Pursuant to section 5 of the Social Security Act 1964, I, Steve Maharey, Minister of Social Services and Employment, direct that on and from 1 April 2000, the amendments set out in this direction are to be read together with and deemed part of the Direction dated 10 February 1999 given to you by the Minister of Social Services, Work and Income in relation to grants of special benefit.

A m e n d m e n t s
1. The definition of the term "Allowance costs" in clause 2.1 of the Direction is amended by omitting paragraph (c) and substituting the following paragraph:
"(c) Disability related expenses, being expenses of a kind for which a disability allowance would be payable under section 69C of the Act or a disability assistance payment would be made under section 124 (1) (d) of the Act, but not including any counselling costs in excess of the amount paid for that purpose by way of a disability allowance or a disability assistance payment; and"
2. Each provision of the Schedule of the Direction (as substituted on 1 April 1999) listed in the first column of the Schedule is amended by omitting every expression set out opposite to it in the second column, and substituting in each case the expression set out opposite to it in the third column.
3. The Schedule of the Direction is amended by omitting clause 4 and the expression set out opposite to it.
4. The Schedule of the Direction is amended by omitting paragraphs (a), (e) and (f) of clause 6 and the expressions set out opposite to them.

Explanatory Note:
This note is not part of the amendments, but is intended to indicate its general effect.
This direction, given by the Minister of Social Services and Employment under section 5 of the Social Security Act 1964, amends the direction given on 10 February 1999 relating to the grant of special benefit.
Clause 1 makes a consequential amendment as a result of the establishment of the Disability Assistance Programme.
Clause 2 amends the Schedule of standard costs to take into account a CPI increase of 0.51%. The increases come into force on 1 April 2000.
Clauses 3 and 4 omit unnecessary rates from the Schedule.
