Direction by the Minister of Social Welfare In the matter of section 5 (2) of the Social Security Act 1964 to the Director-General of Social Welfare: Pursuant to section 5 (2) of the Social Security Act 1964, I, Roger Morrison Sowry, Minister of Social Welfare, direct that on and after the 1st day of July 1998, the amendments set out in the Schedule of this Direction are to be read together with and deemed part of the Direction dated 14 April 1997, and its amendments, that I gave to you in relation to grants of special benefit, in place of the Schedule set out in that Direction. The Schedule in the Direction is amended by inserting the following after clause 2: ``2a. For a person in receipt of an emergency benefit and who is aged 16 to 17 years and living at home: $62.97'' 2. The Schedule in the Direction is amended by omitting clause 3 and inserting the following: ``3. For a person in receipt of a sickness benefit (granted before 1 July 1998) and who is: (a) Single aged 16 or 17 years without dependent children: $61.57 (b) Single aged 18 to 24 years without dependent children: $86.66 (c) Single aged 25 years or more without dependent children: $92.78 (d) Married without dependent children: $192.63 (e) Single with 1 dependent child: $127.91 (f) Single with 2 or more dependent children: $144.89 (g) Married with 1 or more dependent children: $185.97'' 3. The Schedule in the Direction is amended by inserting the following after clause 3: ``3a. For a person in receipt of a sickness benefit (granted on or after 1 July 1998) and who is: (a) Single aged 18 to 24 years without dependent children: $62.97 (b) Single aged 25 years or more without dependent children: $87.76 (c) Married without dependent children: $164.65 (d) Single with 1 dependent child: $127.91 (e) Single with 2 or more dependent children: $144.89 (f) Married with 1 or more dependent children: $170.04'' 4. The Schedule in the Direction is amended by omitting clause 7 and inserting the following: ``7. For a person in receipt of New Zealand Superannuation or a veteran's pension and who is: (a) Single without dependent children and living alone: $119.67 (b) Single without dependent children and not living alone: $119.67 (c) Married without dependent children: $217.53 (d) Single with 1 dependent child: $155.57 (e) Single with 2 or more dependent children: $171.32 (f) Single with 1 dependent child and not living alone: $155.57 (g) Single with 2 or more dependent children and not living alone: $171.32 (h) Married with 1 or more dependent children: $209.73'' 5. The Schedule in the Direction is amended by omitting clauses 8, 9 and 10 and inserting the following: ``8. For a married couple one of whom is in receipt of New Zealand Superannuation where the other is receiving a sickness benefit (granted before 1 July 1998): $172.23 9. For a married couple one of whom is in receipt of New Zealand Superannuation where the other is receiving an unemployment benefit, a training benefit or a sickness benefit (granted on or after 1 July 1998): $138.71 10. For a married couple one of whom is in receipt of New Zealand Superannuation where the other is receiving an invalids benefit or a transitional retirement benefit: $200.29'' 6. The Schedule in the Direction is amended by omitting clauses 13 and 14 and inserting the following: ``13. For a married couple one of whom is receiving a domestic purposes benefit under section 27g of the Act (care of sick or infirm) where the other is receiving an unemployment benefit or a sickness benefit (granted on or after 1 July 1998): $155.81 14. For a married couple one of whom is receiving a domestic purposes benefit under section 27g of the Act (care of sick or infirm) where the other is receiving a sickness benefit (granted before 1 July 1998): $189.33'' Explanatory Note This note is not part of the Direction but is intended to indicate its general effect. This Direction, made by the Minister of Social Welfare under section 5 (2) of the Social Security Act 1964, amends the Direction given by the Minister on 14 April 1997 relating to the grant of special benefit. This Direction amends the Schedule to reflect the standard cost rates that were affected by the changes to income tax rates in the Income Tax Act 1994 Amendment Act 1996 (as amended in the Taxation (Income Tax Rates) Act 1997). The Schedule has also been amended to distinguish between a sickness benefit granted before, or after 1 July 1998, in accordance with the Social Security Amendment Act 1998. The standard costs have also been included for those receiving an emergency benefit, who are living at home and are aged 16 or 17 years. This Direction comes into force on 1 July 1998.
