Explanatory Note: This direction amends the Minister's direction on special benefit consequentially to amendments to the Social Security Act 1964, coming into force on 1 April 1997, which provide for reductions in benefit for certain beneficiaries who become voluntarily unemployed without a good and sufficient reason, or who fail the work test or to attend a mandatory interview. The amendment to the direction is intended to prevent people whose benefits are reduced under these provisions from claiming special benefits to make up for the reduction.
